With reference to your letter of the 19th August last, and
to subsequent
correspondence relative to the measures to be taken to put a stop to the abuses which have been practised in the migration of Chinese Coolies, I send herewith a letter from the Colonial Office together with a Report from the Commissioners of Emigration containing the Heads of the Regulations which the Commissioners recommend to be established for the ships of all nations taking Chinese
Emigrants from Hong Kong,

British Ships taking such
Emigrants from any Chinese Port and also describing in paragraph 28
